Dutch Scholars for Palestine (DSP) is a network of academic and cultural workers committed to solidarity with the Palestinian struggle for liberation and self-determination. In response to the Palestinian Campaign for the Cultural and Academic Boycott of Israel (PACBI) and the Palestinian civil society call for Boycott, Divestment and Sanctions (BDS), we mobilize for the boycott of Israeli cultural and academic institutions complicit in the oppression, exile, dispossesion, and ethnic cleansing of Palestinian people and the colonization of Palestinian lands.

National action day
Tuesday, March 12th: Action Day for Gaza. A call to all universities: Stop Genocide, Stop Colonization, Boycott Israel.
Dutch Scholars for Palestine announces a call to action for students and staff at Dutch universities on Tuesday 12th March.
On 29th January, after the ICJ ruling, DSP submitted a letter to the executive boards of universities, urging them to cut ties with Israeli universities and companies complicit in apartheid and genocide. They have ignored our calls.
We now urge students and staff to take action to demand our university boards to stand up for Palestinian lives and against genocide. There are multiple ways of taking action: organizing meetings and protests, occupying university spaces, interrupting teaching, implementing an email/marking boycott... we count on your creativity!
The 12th March has also been called a European day of solidarity with Palestinian people by French academics in the Academic Coordination Against Colonization in Palestine (ACACP). Dinsdag 12 maart: Actiedag voor Gaza. Een oproep aan alle universiteiten: Stop Genocide, Stop Kolonisatie, Boycot Israël.
Dutch Scholars for Palestine kondigt een actie aan voor studenten en medewerkers van Nederlandse universiteiten op dinsdag 12 maart.
Op 29 januari, na de uitspraak van het Internationaal Gerechtshof, heeft DSP een brief gestuurd naar de besturen van universiteiten, waarin ze worden opgeroepen de banden met Israëlische universiteiten en bedrijven die medeplichtig zijn aan apartheid en genocide te verbreken. Ze hebben onze oproepen genegeerd.
We dringen er bij studenten en medewerkers nu op aan om actie te ondernemen en van onze universiteitsbesturen te eisen dat ze opkomen voor Palestijnse levens en tegen genocide. Er zijn verschillende manieren om actie te voeren: het organiseren van bijeenkomsten en protesten, het bezetten van universitaire ruimtes, het onderbreken van lesgeven, het invoeren van een e-mail/markeringsboycot... we rekenen op jullie creativiteit!
12 maart is ook een Europese dag van solidariteit met het Palestijnse volk uitgeroepen door Franse academici in de Academic Coordination Against Colonization in Palestine (ACACP). DSP Statement:
Palestine. A letter of solidarity; a call for action
As we write these lines, an eliminatory assault is being waged by the state of Israel against the Palestinian people in Gaza. This is not hyperbole. After nearly a week of shelling the strip indiscriminately, including the use of white phosphorus, destroying the Rafah crossing - its only available exit point, ambushing people trying to escape, and cutting all access to food, electricity, water and medical supplies, Israel is now calling on 1.1 million people to evacuate before its ground assault. This is both cynical and brazen. Israel has cut all exits and is bombing the entire territory. Its 18-year long siege has and continues to strangle the 2.2 million people stuck in 365km² - an area barely bigger than Rotterdam. Moreover, Palestinians know what Israeli calls for ‘evacuation’ mean. In both 1948 and 1967, hundreds of thousands of Palestinians were expelled by Israeli military assaults and never allowed to return. In fact, nearly 80% of Gaza’s inhabitants are refugees who continue to be denied their right to return. The choice faced by Palestinians in Gaza is now clear: ethnic cleansing or genocide. This situation is not just confined to Gaza. Over the past week in the West Bank, 51 Palestinians have been killed by the Israeli military and settler militias. Israel has bombed Syria and Lebanon, and the Middle East region now stands on the edge of war.
The death-toll and destruction is increasing by the minute as statements by Israeli officials call for genocidal flattening of the enclave: Likud politician Tally Gotliv is calling for Gaza to be nuked while her colleague Ariel Kallner is demanding a second Nakba, Defense minister Yoav Gallant is describing the strip’s population as ‘human animals’, while military personnel describe the aim of the operation to be ‘damage and not accuracy’. History has heard these words many times. We know where they lead. This is not only the case in Gaza. In the West Bank, the Israeli government is handing out thousands of rifles to a settler population, which has already carried out several pogroms this year.
At the same time, in the West, our own governments are beating the drum of war, while pretending not to see what is unfolding in front of our eyes. This is not Israel’s so-called ‘right to self defense.’ This is mass murder on an extraordinary scale. Both the US and the UK have sent warships to demonstrate their continued active support for Israel’s colonial rule over Palestinians, while the European Union has stated its support for Israel’s assault on the people of Gaza.
As the horror unfolds in front of the eyes of the world, these same governments are launching a wave of repression against Palestinian solidarity - the intensity of which has not been seen in years. France has banned all Palestine solidarity demonstrations, in Germany showing the Palestinian flag was already criminalized, now Berlin has joined the ban on Palestinian protests all together, and Britain appears to be following suit. In the Netherlands, Justice and Security minister Dilan Yeşilgöz-Zegerius has claimed that to provide historical context to the current round of confrontations is ‘morally reprehensible’, while Prime Minister Rutte called it ‘disrespectful’ to take Israel’s announcements that it is cutting off food and water from Gaza at face value. Dutch far-right leaders are calling for the deportations of those demonstrating their support for the Palestinians. The first response by universities across the Netherlands, instead of encouraging discussion, debate, and informed analysis, was to call on people to refrain from doing so within their communities.
Our governments are not only shielding and green lighting Israel’s genocidal actions, but also justifying their own. For decades, they have blindly supported Israel - militarily, diplomatically, and economically. They have refused to apply basic standards of international law to it, allowed Israel to refuse the return of refugees, allowed it to continue expanding its settlements and grow its settler population, allowed it to build walls, steal land, and murder with impunity, allowed it to hold over 2 million people hostage in the Gaza strip, while limiting their supply of food, fuel, and medicine. Our governments have refused to heed the calls of the Palestinians to impose Boycotts, Divestment, and Sanctions on Israel (1). They have done so in order to shore up Western power in the region and have had no problem in allowing that power to be built over the backs of millions of Palestinians. The current crisis, the death, the destruction, is as much on their hands as it is on those of the Israeli state. To provide context is to acknowledge their complicity.
Right now, we must act. The priority of every single concerned university worker, student, and others is to mobilize in support of Palestine. We can’t watch this genocidal war happen in front of our eyes in silence. We must pressure our governments to withdraw all support for Israel’s massacre in Gaza and call an end to their complicity. It is our duty, as educators and university teachers, to stand by the tenets of critical inquiry and pedagogy; to facilitate and make spaces for debate that foregrounds truth to power; to situate the violent realities of occupation and settler colonialism in the long history and legacy of Empire. Most importantly it is our duty to amplify the voices and stand with the struggles of the dispossessed for liberation. We call on everyone to join the demonstration in Amsterdam on Sunday 15th October at 2 PM, and to organize institutional statements and motions of concern. We also call on everyone to push their universities, departments, and programmes to endorse boycotts against Israel as per the guidelines of the movement for Boycott, Divestment, and Sanctions. Our actions matter in whether or not Israel is allowed to continue to flatten Gaza, and expel or murder its inhabitants. As academics, we are particularly concerned about the welfare of Palestinian universities and their faculty. According to reports, the Islamic University of Gaza has been severely damaged by Israeli bombardment, possibly destroyed. We reject any attack on Palestinian universities, their staff and students. We express total solidarity with Palestinian academics and educators, during this time of extreme duress.
We cannot return to business as usual and wait for the next catastrophe to hit us. We must organize for a robust and long term movement in the Netherlands, in solidarity with the Palestinian struggle for freedom. There can be no justice under apartheid, no justice under colonial rule, no justice behind the barbed wire of an open air prison. We, Dutch Scholars for Palestine, express our unwavering solidarity with the Palestinian people and their liberation. We call on everyone to redouble our collective efforts to end the violent realities that Palestinians face, to increase the pressure on our institutions and governments, in order to hold Israel accountable for its crimes, and to end its colonial regime. We call on all of you to join us, and organize.

An explanation and reminder of the BDS guidelines: In harmony with international law, the nonviolent BDS movement defends the right of the Indigenous Palestinian people to resist Israel’s decades-old regime of settler-colonialism, apartheid and military occupation “by all available means, including armed resistance,” as mandated by numerous UN resolutions, including UNGA Res. 37/43 and UNGA Res. 45/130, with strict adherence to the principle of prohibition against targeting non-combatants. The use of force against civilians is strictly prohibited, whether from the oppressor or the oppressed side–despite the massive power imbalance and, crucially, the just as massive moral asymmetry between the colonizer and the colonized.
We ask students and those working in the higher education and/or cultural sectors in the Netherlands to publicly sign this statement to express their solidarity with the Palestinians and to make the Dutch government and other institutions aware of the Dutch support base for Palestine. Palestina. Een solidariteitsverklaring en oproep tot actie
Terwijl wij dit schrijven, voert de staat Israël een uitroeiïngscampagne tegen de Palestijnen in Gaza. Dit is geen overdrijving. Er is nu al bijna een week zonder onderscheid gebombardeerd door Israël op de Gazastrook. Daarbij is witte fosfor gebruikt, dat ernstige brandwonden veroorzaakt, en de Rafah grensovergang is vernietigd – de enige uitgang uit het gebied. Terwijl mensen die de bommen proberen te ontvluchten worden belaagd, en elke toegang tot voedsel, elektriciteit, water en medische voorraden is afgesneden, roept Israël 1,1 miljoen mensen op om te evacueren voordat het grondoffensief begint. Dit is ongelooflijk cynisch en schaamteloos. Israël heeft alle uitgangen afgesloten en bombardeert het hele gebied. Dit na een 18-jarige belegering van 2.2 miljoen mensen die opgesloten zijn op 365 vierkante kilometer – een gebied nauwelijks groter dan Rotterdam. Bovendien weten Palestijnen wat ‘evacuatie’ betekent. Zowel in 1948 als in 1967 werden honderdduizenden Palestijnen tijdens Israëlische militaire aanvallen verdreven om nooit meer terug te mogen keren. Bijna 80% van de inwoners in Gaza zijn vluchtelingen die nog altijd hun recht op terugkeer wordt ontzegd. De keuze die Palestijnen in Gaza kunnen maken is nu duidelijk: etnische zuivering of genocide. Deze situatie is niet alleen beperkt tot Gaza. De afgelopen week zijn er op de Westelijke Jordaanoever 51 Palestijnen gedood door het Israelische leger en milities van kolonisten. Israël heeft Syrië en Libanon gebombardeerd en het Midden-Oosten staat nu op de rand van oorlog.
Het dodental en de destructie nemen elke minuut toe terwijl Israëlische vertegenwoordigers oproepen tot het genocidale platbombarderen van de enclave. Likudpoliticus Tally Gotliv roept ertoe op om een atoombom op Gaza te gooien; haar collega Ariel Kallner roept op tot een tweede Nakba; minister van Defensie Yoav Gallant noemt de inwoners van de Gazastrook ‘menselijke beesten’; en legerleiders spreken over het doel van de operatie als ‘schade, niet precisie’. Dit soort woorden is in de geschiedenis vaker gebruikt, we weten waar ze toe leiden. En het gebeurt niet alleen in Gaza. Op de Westelijke Jordaanoever deelt de Israëlische regering duizenden geweren uit aan de kolonisten die dit jaar al meerdere pogroms hebben uitgevoerd.
Tegelijkertijd roffelen Westerse regeringen op de oorlogstrom en doen ze alsof ze niet zien wat zich voor onze ogen afspeelt. Dit is niet Israëls zogenaamde recht op zelfverdediging. Dit is massamoord op ongekende schaal. Zowel de Verenigde Staten als het Verenigd Koninkrijk hebben oorlogsschepen gestuurd om hun actieve steun voor Israëls koloniale regime te etaleren, en de Europese Unie heeft zijn steun uitgesproken voor de Israëlische aanval op de mensen in Gaza.
Terwijl de verschrikking zich ontvouwt voor de ogen van de wereld, zijn deze zelfde regeringen een offensief begonnen tegen solidariteit met de Palestijnen – en dat met een intensiteit die we in vele jaren niet gezien hebben. Frankrijk heeft solidariteitsdemonstraties verboden, in Duitsland was de Palestijnse vlag al gecriminaliseerd, nu heeft Berlijn zich aangesloten bij het demonstratieverbod, en dat lijkt in Engeland ook te gaan gebeuren. In Nederland heeft de minister van Justitie en Veiligheid Dilan Yeşilgöz-Zegerius gesteld dat het ‘moreel verwerpelijk’ is om historische context te geven bij wat er nu gebeurt, en premier Rutte noemde het ‘respectloos’ om Israëls aankondiging dat het voedsel en water voor Gaza zou afsluiten letterlijk te nemen. Nederlandse extreemrechtse leiders roepen op tot deportatie van mensen die hun steun voor de Palestijnen betuigen. De eerste reactie van universiteiten in Nederland, die discussie en geïnformeerd debat zouden moeten stimuleren, was om studenten en medewerkers op te roepen om zich te onthouden van het debat.
Onze regeringen keuren Israëls genocidale acties niet alleen goed: ze rechtvaardigen er ook hun eigen handelen mee. Decennialang hebben ze Israël blind gesteund, militair, diplomatiek, en economisch. Ze weigerden om minimale normen van internationaal recht toe te passen, stonden toe dat Israël de terugkeer van de vluchtelingen weigerde, dat de nederzettingen in de bezette gebieden werden uitgebreid en dat er steeds meer kolonisten bij kwamen. Ze stonden toe muren te bouwen, land te stelen en ongestraft te moorden. Ze stonden toe meer dan 2 miljoen mensen in de Gazastrook gegijzeld te houden, terwijl hen voedsel, brandstof en medicijnen onthouden werd. Onze regeringen weigerden in te gaan op de oproepen van Palestijnen om Israël te boycotten, investeringen terug te trekken en sancties op te leggen (BDS) (1). Ze hebben dat gedaan om westerse macht in de regio te verstevigen, en maakten er geen probleem van dat die macht werd gebouwd over de ruggen van miljoenen Palestijnen. De crisis van dit moment, de doden, de vernietiging, zijn net zo goed aan hen te wijten als aan de Israëlische staat. Als we het over context hebben, dan gaat het over het erkennen van deze medeplichtigheid.
We moeten nu iets doen. De eerste prioriteit van universitair medewerkers, studenten en anderen is om in actie te komen voor de Palestijnen. We kunnen niet toekijken en stil blijven terwijl deze genocidale oorlog voor onze ogen woedt. We moeten onze regeringen onder druk zetten om elke steun voor Israëls massamoord in Gaza in te trekken en oproepen tot een einde aan hun medeplichtigheid. Het is onze plicht, als docenten, om de grondbeginselen van kritisch onderzoek en onderwijs te verdedigen; om ruimte te creëren voor een debat waarin de waarheid, in plaats van macht, op de voorgrond van de discussie geplaatst wordt; om de gewelddadige realiteit van bezetting en kolonialisme te plaatsen in de lange geschiedenis en erfenis van het imperialisme. Onze belangrijkste plicht is om zij aan zij te staan met de ontheemden in hun strijd voor bevrijding, en om hun stemmen te versterken. We roepen iedereen op om zondag 15 oktober om 14:00 op de Dam in Amsterdam te komen demonstreren, en om institutionele verklaringen en uitingen van bezorgdheid op te stellen. Ook roepen we iedereen op om er bij hun universiteiten, afdelingen en programma’s op aan te dringen de boycot van Israël te steunen volgens de richtlijnen van Boycott, Divestment, and Sanctions (BDS). Hoe wij handelen beïnvloedt of Israël wel of niet kan doorgaan met Gaza plat te bombarderen, haar inwoners te verdrijven of te vermoorden. Als academici zijn we in het bijzonder bezorgd om het welzijn van Palestijnse universiteiten en hun medewerkers. Volgens verslagen is de Islamitische Universiteit van Gaza ernstig beschadigd door Israëlische bombardementen. Mogelijk is de universiteit zelfs compleet verwoest. We veroordelen elke aanval op Palestijnse universiteiten, hun medewerkers en studenten. We zijn volledig solidair met Palestijnse docenten in deze tijden van extreme nood.
We kunnen niet terug naar de normale gang van zaken, blijven wegkijken, en afwachten tot de volgende catastrofe. We moeten ons organiseren om een krachtige en duurzame beweging op te zetten in solidariteit met de Palestijnse vrijheidsstrijd. Er kan geen rechtvaardigheid bestaan onder een apartheidsregime, onder een koloniaal regime en achter het prikkeldraad van een openluchtgevangenis. Wij, Dutch Scholars for Palestine, spreken onze onwrikbare solidariteit uit met het Palestijnse volk en hun bevrijding. We roepen iedereen op onze gezamenlijke inspanningen te verdubbelen om de gewelddadige werkelijkheid waar Palestijnen in leven te helpen beëindigen, om de druk op onze instituties en regeringen op te voeren, om Israël verantwoordelijk te houden voor zijn misdaden, en om het koloniale regime te beëindigen. We roepen jullie allemaal op om je bij ons aan te sluiten.
(1) 15/10/2023 12.00 uur. Een uitleg van en herinnering aan de BDS richtlijnen: In overeenstemming met het internationale recht, verdedigt de geweldloze BDS-beweging het recht van het inheemse Palestijnse volk om verzet te bieden tegen Israëls decennialange regime van vestigingskolonialisme, apartheid en militaire bezetting ‘met alle beschikbare middelen, inclusief gewapend verzet’, zoals gemandateerd in vele VN-resoluties, inclusief UNGA Res. 37/43 and UNGA Res. 45/130, met strikte toepassing van het principe van het verbod op geweld tegen burgers. support a boycott of Israeli academic institutions:
“Universities are supposed to be independent platforms for free exchange of opinions, and for discussion between students, staff, and people outside the university. Students and staff should be free to express their opinions and take political stances without risking sanctions. We should teach our students to become critical but equal members of society, irrespective of their opinions, backgrounds, and identities. International academic exchange on conferences and cooperation in joint research projects should take place free of constraints and without fear for losing our jobs, or to be prosecuted because of our opinions, our alliance with political movements, or the nature of our research.
All this is non-existent at Israeli universities. Many Palestinian academics, but also other members of the academic community are regularly persecuted because they are critical and speak out against injustice, or simply because of who they are. As long as this situation continues, and as long as Israeli universities are instrumental in legitimising occupation, oppression, and apartheid, we should boycott Israeli academic institutions.”
